In order to open up the Pico as a drive, you need to hold down the BOOTSEL key while plugging in the Pico USB cable. The file you are downloading is a UF2 boot file, when mounted into the boot folder on the Pico it will start and load CircuitPython. Of course, the first thing you’ll need to do to start working with CircuitPython is to install it on your Pico.
